SA’s Internet speeds suck

Can't say I'm surprised.

With Telkom being one of the only telecommunication companies in South Africa and being the monopoly it is, it's gonna be a long while before we see any noticeable changes.

FTTH is rolling out to certain areas but is still at astronomical prices. Instead of them thinking long term and lowering the prices to invite more people, they'll try to maximise their profit.

Look at Google Fiber in the US - $70 for a 1GB up and down connection.

It's not like telkom didn't get a chance to partner with Korean Telecoms... Damn politics getting involved!
I image that if they did, the baseline of ADSLs could've been 10mbps by 2015.
 
I think many of us forgot where we came have come from originally... 56k Dial up, ISDN 64/128, the AMAZING 384k (with our 10Gb national and 1Gb international caps) all the way to 1Mb/s standard and now in certain areas 40 Mb/s DSL.

Still telkom sucks and will continue to do so, sadly the alternatives cost too much for the average consumer.

Nah, can't look at it that way. The top broadband countries also had the same beginnings with dial up and what not. They just moved many many times faster than our fat cats in gubbament and hellkom. Don't accept mediocrity :-D

We can still get the amazing 384K speeds when the ISP throttles the account :p
 
Im also not so surprised by this...

What DucKknuckle said is so true... We really cant have 1 provider and expect them to deliver the best service... Someone taking there clients is the only way they will up their game...

Top broadband countries saw a need to advance their growing populations need for information 20 years ago and made provision for the increase of speed and bandwidth, so that future generations may benefit.

Justice system: condemns you for pointing out flaws.
Eskom: tells you not to use electricity.
ISPs: controlled by a monopoly.

Nah, I think in this context it's rather a sarcastic quip owing to the fact that the situation is SO ridiculous that he can't say he's not surprised, even though he would like to. The stupidity of the parties involved is just expected, so there can't be any surprise whatsoever.

I think in THIS context it might fit, as the mere utterance of "I'm not surprised" would mean that at least some surprising qualities are in the article which, in fact, there aren't. So he probably just stated the fact the he CAN'T say he's not surprised, even though he isn't, because the article rings true on every possible level.

This is very basic English. You have two options:

1. I can't say that I'm surprised.
2. I'm not surprised.

The option of "I can't say that I'm not surprised" is what you might call a "mixed idiom" and a double-negative.

It's not grammatically correct; it's poor English and, above all, it fails to convey the intended sarcasm (and thus the meaning).

Also, I'm struggling to understand how you could possibly know what he "really" meant--hence the reason I asked him.
 
Dude, chillax. I'm mocking the idiotic situation (re: SA internet speeds) and playing a bit of devil's advocate. I KNOW the idiom was used incorrectly, I was just trying to show that there can't be ANY surprises in our guavamint so even talking about surprise in said context is unwarrented.

Rather go outside and enjoy the beautiful autumns you guys have and send me some Julmust when winter arrives! :D
