I solved my issues by just installing on one of my other Sandy Bridge machines.
Everything running perfect now
Yeah but getting other issues now..I give up with BF3.

i would recommend getting MSI Afterburner.
That has a decent graph and will show you exactly what you're card is doing and when.

Yeah if you pump up the voltage slightly, the card will run a bit more stable, only issue is that voltage tweaking causes heat. but if you're temps are fine and there is no artifacting then there shouldn't be any issues.

I am not to sure about the correct V for that card but I am sure its perfect.
The non responsive thing is a issue with drivers as the same happens to my GTX580 and believe me that's getting more than enough power

The Corsair series of H coolers are sold as Closed loop/Sealed coolers, meaning they are filled with liquid and won't run dry, so you don't really need to worry about that :) Ideally you would need a Push/Pull fan set up for the best possible results but even running a push pull or push setup will be effective.
I would recommend downloading the following:

This is ideal for monitoring you're temps and over all system health.
