Restart Steam or change your download server to Singapore. Sometimes the local content servers are really slow.

Webafrica. If you're on WebAfrica and force steam to download only from WA servers it doesn't effect your cap. If you're on uncapped it doesn't really matter where you download from.
To change.
Go to the menu Steam > Settings > Downloads & Cloud - Download Region. (You will need to restart steam)

Holy cream cracker! My download finished last night so I guess I have to start playing now I went in quickly just to see what it looks like and it wasn't 2 seconds before a steam friend message popped up from someone saying "Good luck dude, you're going to need it. I've never shat myself this hard"
