Why not look at the budget section of games at Incredible Deception and their Disney games. There's stuff like Jungle Book and others which are games but include an educational aspect to them. My daughter goes back to those every so often.
Thanks, and we have most of them, the ones that still work with windows 7, but she has gotten so bored with these, I bought her a game, a little while ago, Tangled, it took her a day to finish (waste of money)

Something a little bit more mature but could still be fun for kids: Rayman Origins, Theme Hospital, Osmos, Peggle, Puzzle Quest and Bejewled.
Perhaps Sims 1? Babies are made by hugging 5 times or kissing 3 times in succession ^_^
If she shows any inclination toward liking strategy, perhaps a city-builder like Zeus & Poseidon? The graphics are cartoony enough and an 8 year old might be able to figure it out. If I could figure out Ceasar 2 without any help at age 10 then I'm sure she'll be fine.
Plants vs Zombies is great, and should be fine for your daughter. Download an "evaluation copy" and try it yourself first.
If that fails... perhaps street sweeper simulator for farming simulator 2013?

Also, you could try Neighbour's from hell... Its a game about pranking a old man using stuff found on the level itself. My small nephew loves it.
