I think what Just Cause 2 missed the most was the ability to change Rico's clothing. All that black in the tropics was getting to me towards the end.

Well, they've got the means to do it, they should just look at the implementation. For me Just Cause 2 was just a huge sandbox with too little variety in what you could do.
