I do not want to do anything illegal or against steams rules and regulations but the local Publication bored let this slip by somehow the game is available on all platforms but pc and the second one is already here but the first one must have slip through the cracks,in actual fact the local gaming forum here has queried them and they never responded.
Anyway to my question:
if a game namely in this case Castlevania Lord of Shadow has yet to be ok'd by the local film and publication board and therefore is Not Available In Your Territory for purchase can it still be traded or gifted for by someone who can purchase the game in another territory and then activated and played in mine, or is that going to be violating something?

Yes I understand,But what if I trade or am gifted for a game that I can
not purchase can I then activate it,is that allowed?
