I think you have to progress far enough into the game to be able to do it, if I remember correctly

Just check with the guild creator/admin. I have searched a bit and a lot of times guilds say they are full, but only have 1 or 2 people in them. So perhaps the guild is locked for new applicants or something?

Edit: Nevermind, the max per clan is 10
