Assassin's Creed 4: Black Flag is not on that list, I believe UBISOFT has confirmed it as next gen for PS4 already.

The good news is, the PC version most likely won't be limited to 30 frames per second.

The game is the same except many features are lost on the consoles due to it's limitations. So your statement has truth in it. Specially when looking at the PS3's hardware.
