IMO that is going to be ur best bet, u dont want to drill in an angle lol.

huh? A standard masonry bit is fine for cement & bricks. Unless you're talking about the size of the bit.

My drill can't take the size I need ..... so I need a tapered bit. This is what the hardware stores seem to be lacking unless I can get to one of the bigger, well known stores.

Tapered I am a bit confused this is a Tapered bit. So you need a drill bit with a smaller shaft?
