one of my friends wants a gaming machine to play all the games on and the maximum price must be R15000

Well i can play all of them (dunno about waw and pro street cause i havnt tested them) on my laptop specs in sig.

For that money he should be looking at the lower end Dell xps laptops, they'll handle the games quite nicely.
Almost any laptop with a dedicated graphics card would do the trick though.

Agree with Joker. I have a Dell XPS M1530 and it runs all thoughs game s nicely althoug WAW does tend to heat my graphics card so get some sort of cooler otherwise you will not be able to play for more than 20-30min at a time....
