It is a type of jacket.

It usually has the German flag on its right shoulder. But after a quick Google search it seems that it could be any flag, but i have only seen German flags on them myself.

Ah ok cool, well it seems like it could be anywhere in the world then lol, we are not German nor do we stay there, but dam that guy has balls pulling that off... Poor girl though, must have been traumatized...
