Im the one with the RX 480, but on the gpu hierachy the HD 7990 is far more superior than the RX 480.

Really, ive checked benchmarks and the HD 7990 is better. Im not saying u wrong but just what I saw according to benchmarks.Nope nope nope. The 480 is far far superior.

RX480 gained up to 15% more perforce since it's launch in June.
Want to take a older GPU from 2013 with no DX12 support be my guest, just don't be sad when the RX480 is kicking it's ass June next year and it starts to lag behind a little.
While the 7990 AFAIK does support DX12 [MENTION=3017]Glordit[/MENTION] (GCN = dx12 support, and 7990 is a GCN card), I do agree not to get it over a 480. Its a gual-gpu card with all the crossfire issues that come with that, its way more power hungry (compared to 480) card, and it isn't going to get better, whereas the 480 still has potential to improve with newer driver releases.
so yea, definitely nay on the swap
