Guess the Game

Guys, help me remember the name of a game, please. Think of it as a "guess the game" round without a screenshot :D

It's an action game (shooting, punching etc) that came out in the late 80s.
You were an undercover agent that had to bust drug smuggling rings, one after the other.
Each round had a different ring to bust with more difficult (or just more) enemies, but the environments (aka backdrops) stayed the same for each round.
I think there was only four or five "screens" in the game and I think one of them was an alley.

Any idea?

Top down? Side scrolling? Isometric?

No scrolling. Each scene was set and when you exited, the game loaded the next scene. Not sure if the POV was isometric or bang on side, but wasn't top-down.

One of the early rings you had to bust was a nicotine smuggling ring.
