Nah this is a win98 game. Seriously, graphics aren't THAT bad

Hints: It's an RPG that has an RTS interface. Came out in 1999.

Yeah it took me back when I first saw it, strangely enough it was made by EA :O

I never played it, but I remember the screenshots from CVG and similar mags I bought back in the day. Sheesh, I remember scrimping to buy every second issue or so at around R20!

Looks familiar. Seems to be an early sim-city type game, but judging from the buildings, something more Roman. Perhaps it was called Rome?
