Help a Noob on a gaming pc build

please help me out,I wanna build a new gaming pc that will at the very least run gta iv on medium settings at max draw distance with no lag at all but have no idea were to start so could you please reccomand a build trying to keep it under R10000 but will go higher if its worth it

I would advise against using GTA IV as your benchmark.

That game is an unoptimised mess.

My pc is proudly mid range. Really really average and I play GTA IV at max setting with no lag at all.

specs:
i3
8 gig ram
MSI gtx560
500watt psu

all that or similar is definitely way below 10 000.
