Help, slow connection speeds on ps4?

HI guys, its been a while since I last posted but Ive got a problem with my ps4:

Internet speeds on my ps4 are really really slow, sometimes cant even sign into psn or connect to Ea servers on Fifa 15. Everytime I do a connection speed test on the ps4 I get an upload speed > than download speed (eg. 50kbps download, 339kbps upload) [Btw Im on an uncapped premium 1MBPS Mweb account and connect via Wifi]. Sometimes I cant connect at all as the "Whats New'' tab just spins and doesnt load anything and I have to restart the ps4. I am on the latest firmware 2.02 and the funny thing is if I leave a download on while in rest mode I noticed it downloads at my connection's max speed +-100kbps but if a download is on while the ps4 is on I get ridiculously slow speeds and sometimes says 99+ hours remaining on a 7gb game.

Anyone have the same issues or any solution that would help would be much appreciated? :)

Try clearing out the system cache and this could also be related to ISP throttling. I know some ISP's do it and relate it to P2P downloads.
 
Will try a little later, going out now and will let you know later

Edit: I checked NAT and it's level 2, I've also done some port forwarding on my router and speed is a little faster but not fast enough.

Honestly, ditch the Wifi. PS4 has a terrible wifi chip and antenna system, I was using wifi as well and it was inconsistent even though the router was in the same room. Pluged it in directly, and set it up via PPPOE and everything is working flawlessly.
