Of course, these are almost always restricted to console titles - start renting out PC games, and you're pretty much supporting piracy.

Well, I can understand where they're coming from. PC games are easy to install and voila...you don't need the disk again with many, or you could simply install a no-CD crack. Console games in the large majority of cases run from the actual disk.

This is the part I don't understand yet.

Why is a borrowing library for books not considered illegal while one for PC games is?

Because most people don't sit around photocopying an entire book before returning it.

When I was in England a couple of years ago there were games in a library that I visited. Yes I'm a nerd, I went to a library on holiday. Haha actually I went there because they had internet for free there as well.

I think rates and taxes keeping the libraries running, so people do pay, indirectly.
