Anyone can rep, but if your own reputation is below a certain point, doing it doesn't count anything to the user receiving it.

You can't give rep to the same person twice in a row though (you have to give to 4 others as first), which is why people often ask others to do it for them.

To build on what MetalSoup said, I believe you need 30 rep before your rep counts as a +1 towards another person. You're welcome to give someone rep before then, to show appreciation or whatever for a post, it just won't count towards their rep.

Hehe. Don't think about it like that. You're still pretty new here. I was in your shoes not too long ago (don't look at my join date, I joined and posted once or twice; only started actively posting 2years ago or so), just stick around and keep posting, it will happen. :)
