Here's how I understand it - if you save the image as an attachment (tick the box that says reference locally) then the characters in the post "ATTACH=CONFIG]9646[/ATTACH" do not count towards the 10 character minimum (or at least only the 9646 counts but is less than ten). But if you hotlink the image (leave the box unchecked) then the characters in the [image] tags do count towards the 10 character minimum (because there are a great deal of characters in a link) and so you don't have to add additional characters.
