Although many people believe that the blonde is based on Kate Upton, it was actually Shelby Wellinder who posed for the camera for use in Rockstar’s artwork.

There is a bit of a scandal surrounding that too. Apparently she was only hired to have some kind of defense if Upton sues. Its pretty obvious that its her...hell even the hair locks are in the same spot.
