Local Steam users can no longer purchase these games

In the grand scheme of things, otherwise known as Steam standards, it's hardly a large sale. Steam Sales generally include hundreds, if not thousands of titles.

At least newer local titles like STASIS and Broforce are unaffected.
 
So how will this affect bundles, like those purchased from Humble Bundle of one or more of those titles aren't available, will they still be redeemable?

Yes they are. You can also still buy from any of the other stores. The games aren't region restricted, they just haven't been priced yet.

Bundles are Global "Restriction-less" keys. We will not be affected by games bought internationally (Bar Russia and other developing countries). Where you will have a problem is gifting games from South Africa to people in Europe, US and so on.

I use to gift a friend games on his birthday and he did the same for me, from now on I will have to buy his gifts on sites like greenmangaming, gamersgate and so on.

On the same note, it would be advised to use enhanced steam for your browser from now on to note what might be cheaper in other countries before you buy.

I see they added a little FAQ on the Rand conversion and there is a section that confirms again what was said earlier:

"Has the availability of games on Steam changed with this?
No changes have been made to the contents of your library. All of the languages and features in the games that existed when the store was priced in USD are still available. Most games previously available in USD are now priced in ZAR and are available for purchase in South Africa, but an occasional product may be missing until it is priced in ZAR."
