I've taken screenshots of the slides during the live stream presentation. If you want to view them, go here. For the less technological inclined guys, skip to the purple 'Platforms' tab (about image 21). For those that don't know, Mantle is based off a similar low-level API system to the one that allows consoles to display good graphics using much older hardware than their PC counterparts. That is the most basic explanation that I could think of. It's much more complicated than that though. It's confirmed to be coming to 15 EA titles over the next two years (Dragon Age, PvZ, Mass Effect, the three Star Wars games, ect).
It's not confined to AMD though, and can theoretically run on anything. They're focussing on AMD for now because it's powering the next gen consoles, that makes sense. In the future, they want to see it come to more platforms. AMD might just lose their advantage, if it gets going on NVidia soon enough.
Mantle update for BF4 coming late December. Should launch natively for every other EA game that comes out after that. The amount of time and effort that they've put into it definitely makes it sound interesting. Time will tell.
