Media server PC build

Its time for me to build a new media server PC. My current core 2 quad Q6600 struggles a bit with HD transcoding and streaming.

My budget is around R10K.
I will use the PC mainly as a media server for streaming Plex to my 2 TV's and for downloading movies/series. It will also be used as a small home/office PC. My PC normally runs 24/7. I connect to the TV's via power over Ethernet adapters.
I would prefer a core i5 Haswell Cpu. I already have a 128Gb SSD for a boot/OS drive. I will not OC. I will upgrade my current monitor to a 24" LED screen at a later stage and I'll try to sell my old PC to recover some funds.

Please can you advise on the components and suppliers? I can build it myself or can buy prebuilt.

Thank you for any assistance.

Hmmm...wouldn't you only really need to offload the transcoding etc to a dedicated graphics card?

I mean I've got a lil' i3+Nvidia gt610 in mine and it's more than enough to handle 1080p.

There is no setting in Plex to allow that.

The transcoding does work on 1080p with the current setup however if I'm using Photoshop at the same time I can see the performance drop.

Ah I see :)

Although using your HTPC for Photoshop doesn't sound like the right use for an HTPC :p
