Metal Gear Solid V PC retail disc contains no files

Konami seem to think that it's okay to put nothing but the Steam installer on the PC retail disc for Metal Gear Solid V: The Phantom Pain.

I'm surprised they didn't just attach a link to the steam software download and copy of the game key. Honestly a cd with the steam installer proves nothing, especially since nearly every pc gamer has steam already installed.

Seriously a cd for a 9mb file, that's pathetic.
