This is really a hard one, I love both cards but if it was my money I would have to opt for the 780Ti.
Performance wise the 290X and 780Ti are pretty much on par, the main difference is the cooling solution.

The 780Ti stock cooler is much better than the 290X cooler where noise is concerned, that said if you don't mind noise and want to save some cash (R1400 Difference) then I would have to go for the 290X.

I've used both cards, Currently running a Gigabyte R9 290X that I absolutely adore, temps max out @ 70c while jamming BF4 Maxed, that is @ 100% fan speed though.

I have the 780 Ti and it is amazing.

I was extremely surprised at the results of the card.

Also, from what I've read, the R290X is extremely loud.
