He has a 60HZ monitor so it wil lstay on 60.

The game is smoother the higehr your FPS regardless if your screen shows 60 fps. Your mouse stutters at 60 . I can feel it when i play.. Mine is set to 120FPS ( 60fps monitor ) and it works 100 %

But do you not need a screen to support that high fps? a normal 60hz screen is only ever going to be able to show 60fps?

GPU etc is fine, it can prolly run blops 2 at 300fps, but useless unless the screen also supports it?

You can't SEE more than 60fps on a 60Hz monitor but rendering more frames means you have more opportunities to get input from your kb/mouse. So running the game at 200fps will still be smoother than 60fps, although you definitely get to a point of diminishing returns pretty fast past the 60-100fps mark.
