Edit: Is it possible to buy a game I already own on Steam again so I can gift it to someone? I already own Ori and the Blind Forest, and I want to buy another copy to gift to a friend. However, I cannot see a add to cart button or anything. Is there a way? :/

That's weird. I still see the option to buy games even though I own them. Maybe scroll a bit lower? Or post a screenshot of what you are seeing.
