Can I handout the steam gift earlier than the close date of 25th? Ie. Bring forward the end date? I won't have access to the site during that time and would love to give it away before then?

Unfortunately you can't change it. You'll either have to cancel the giveaway and restart it, or the winner just has to wait untill you get back. You have two weeks to send the prize after the giveaway ends.
