I'd expect because it cost him a fair bit of money so he'd prefer it if someone who has contributed at least as much wins?

Good question. When does a gift count towards your contribution? I assume after the recipient marks as received?

As far as I know, your contribution will count as soon as the winner of your giveaway confirms receipt of his prize.
