I think the people that really wanted it just went ahead and got it via Green Man Gaming already.

If you buy this via another site like greenman and then redeem the key does it always work on steam even if its locked on your region? and will steam or should i say can they take action against you

Only ones that doesn't work so far is games sold in countries like Russia where special versions are released.

As for circumvention:
I would fight them legally, they must prove that I bought the game on GMG or such to circumvent the lock. Especially seeing that Bundlestars or Gamersgate give me the price in ZAR.
