The normal and Deluxe version is still priced the same on Steam, R799. Pre-ordering the game includes a Peruvian border mission that I guess will be paid DLC later.

Nope, as far as I understand it. There is the one campaign that you can either play SP or COOP.
Friends will be able to drop in/out on each other's games (per request???).

Your team members will be AI when no friends are connected.
