Possible scenarios...

1) This guy is just a loon... a simpleton who just needed a hug.

2) He could be a "Guinea Pig". A tester who is sent (most of the time an expendable, ignorant underling) while an observer notes the reaction of the defenses. I mean, who'd shoot a guy wearing Pokemon paraphernalia? If he was in army fatigues he would have been shot dead on the lawn. This way, a guy can experience the process of being arrested at the white house and have useful intelligence for someone planning something sinister.
