The game is said to be "based on that of CoD4 Promod", which was directly stated by one of the developers. It will have mod tools from the start and they development team are wanting it to be picked up by modders, to help make the game a success. They clearly realise that the community knows what they want and will help make it a great game, which is what the Call of Duty series lost after the original CoD:MW.
