I would say Piracy is a HUGE influence on that declining trend, me i buy less console games than Pc games
Have bought about 30 Games this year most of them Collectors edition's (i think it depends on where they do there study's)
PC games are relatively cheaper than console games,so it's quite surprising(even though there is piracy around) why the PC gaming industry in dropping.
I don't think it's really dropping. These guys don't even consider services like Steam, which I think is growing quite significantly, and Valve doesn't release sales figures, so for al we know the PC gaming scene might be growing at a substantial rate.

I haven't bought a game in ages in that case, if they not including steam.

They must also take into account 2nd hand sales in stores like BT Games.

I'll just have to go buy more games then just to help prove them wrong. I buy a lot of games on Steam though. I'd rather get a game on Steam then pirate it. If I'm downloading it anyway, I'd rather want a game I can patch and that I know will work. With ISP's throttling like there are I can't afford to download a game twice. Also a lot of companies are claiming PC sales are declining. However, these are only prebuilt machines which are generally used for work. PC hardware sales are at all time highs. Plus go look at how many people are playing steam games each day and then tell me PC is smaller than console.
