Steam Badges, why?

I noticed for the first time, Steam has badges that they have to offer. (Steam Summer Sale 2012/2011, Pillar of Community, Years of Service)

Does anyone know if there is any point to these badges? Or is it some cheap attempt to make people participate more on Steam and the events they offer?
 
Don't take my word for it, but I've got a strong feeling there's going to be a competition again and this is only a way to make sure only active Steam community members aren't entered into the competition.
 
Well it would be better than it having no use at all. I mean currently, it looks like Steam is trying to use gamification through the use of these badges. :/
 
I would like to get the Steam Community badge, but I cannot, since I do not have a facebook account to link to.
