Steam download suspended?

Since Team Fortress 2 is free-to-play and I have some cap to spare I decided to download and try it out. My problem is this: It downloaded 'till about 95% complete (more or less 5mb left), but now it does not want to finish. It just says download suspended and if I resume it, it starts for like 5 seconds before being suspended again. I googled it and read that you should either change your uni-code language (no idea what that is or how to do it) or change your download region in steam. I have changed the download region a couple of times, but it doesn't change anything.

Also, if I quit STEAM and restart it, it verifies the Team Fortress files every single time and then it starts to download/update again, but gets suspended after a few seconds.

Anyone have any suggestions for a solution?

I also downloaded Portal 2 and Metro 2033 without any issues whatsoever, but Team Fortress 2 does not want to finish. :(

Something that's worked for me in the past is trying to play the game that's downloading, it will popup a new window that shows download progress and then actually download again. Don't know if it will work but you can give it a try.

Ditto on that, worked for me as well in the past.
Also just check if there is no outstanding updates for the Steam Client, had an issue with as well before.
 
Tried that, but it just validates the files again and goes back to suspending the download.

Tried quitting Steam, heading over to the main Steam folder and deleting AppUpdateStats.blob, ClientRegistry.blob and starting it back up again?
 
Try getting an installed copy from someone who has it installed, pasting that over your installation in your Steam folder and then verifying game cache and letting it download. It's worked for me in the past.
 
I still cant get this to finish. I even downloaded Crimecraft (which was like 10GB) and it finished and worked fine.

It doesn't matter anymore though since my hdd with steam on it decided to die last night. :(

Luckily hard drives are real cheap at the moment ...
