Strange download speed [warning: picture]

I am on an Afrihost 384kbps Uncapped internet account and last night the download speed, according to Steam, peaked at 1.1mb/s while it usually stays between 30kb/s and 40kb/s. Is this usual at some points during the day? Could Steam be wrong?
The jump from 40kb/s to even 1mb/s is so massive I would tend toward saying Steam is wrong. Any thoughts?

On the steam forums this has been flagged as a bug where steam will not read the correct speed while downloading. People have been asking for a fix for about 2 years more or less.
 
Sick of them to get your hopes up eh? :P

One day, one day we might have real world (with real world prices) internet speeds in SA.
 
I love it when I port my steam files between computers and when it installs the games it looks as if it downloaded 10GB in 5 minutes :P
 
Its a common Steam Issue, I had one instance where it was reading 23mb/sec :/
 
Steam speed & download info is 100% useless. Often when it shows 0KB/s its actually downloading at full speed. Best bet is to use a traffic monitoring app.
 
Yeah steam has always had a steam issue. Mine will download at 40kb/s as well, and then tells me that it will take 5 minutes to download 1.5 gigs :/
 
Actually having that right now, as I'm downloading that massive 2.1gb Shogun 2 patch. Last night at 11pm it said 2 hours left :P it's still going, 87% now.
