The AMD Radeon RX 480 has massive power problems

People will still buy the RX480 despite the issues.

GTX970 had a problem and yet it was still quite a popular card, still is nowadays :)
 
I doubt it will, I'm sure most motherboards will be able to handle the extra voltage and, if anything, the PC will probably just shut down :)

Yeah, that's my thoughts too for most motherboards. I'm more concerned about the "budget" motherboard manufacturers that might have cut a corner somewhere and could potentially be vulnerable to damage on a voltage surge.
 
I read somewhere (and now I can't find the link) that the latest drivers have already lowered the idle power usage to ~10w. Hopefully the PCIe power usage can also be sorted through the drivers.
