I think its a combination of time played and achievements. Some Achievements are marked as rare and count more. While other are common and count less.

He's got 28K So just over Half mine yet his number of achievements listed are alot less than half of mine.

yeah thats whats confusing me, it manages to get my score right, but not the number of achievements.
