Don't need a chill pill dude. I don't think you understand completely what the dif is between download speed and latency and I'd like to make sure that you do. Cuz in the world of gaming download speed means nothing compared to latency.

Let's say that this China guy was living in Beijing.

The shortest (i.e. straight line) distance from Pretoria to Beijing is roughly 12000km.
The speed of light in vacuum is 300 x 10^6 m/s.
The speed of light in fibre is roughly 66% of the speed of light in vacuum.
Therefore the speed of light in fibre is 300 x 10^6 m/s * 0.66 = 200 x 10^6 m/s.
The one-way delay to Beijing is 13200 km / 200 x 10^6 m/s = 60ms.

Therefore we can say that the theoretical latency to Beijing and back is 120ms. This is if you had your own pipeline from your PC to a PC in Beijing. In real life you'd probably get about 200ms due to our ISPs throttling and shaping the crap out of us. Not to mention contention ratios, but I'm not sure if that would effect latency so much.

Your China guy probably gets a unshaped and non-throttled line from his ISP. Maybe even 150ms latency.
