Gold or no dice. Also no direct contact, we will work through a 3rd party. (Dont want any diseased jumping planets.)

/Appoints Waco 3rd party to nogotiate deals between Murphtopia and Planet Bob. As a incentive we will give you a space station from which to conduct your affrairs with a 5 day, bi-yearly, pass to the surface of Planet Bob to resupply.

Fine. I'll arrange a sober team of minions to lead the gold digging. I will call them designated miners. And don't worry about the contact thing, I wouldn't touch them either.
Agrees with and supports Waco's appointment. Although he may be crooked.

You live ABOVE planet bob(and only allowed ONTO Planet Bob twice a year and that a Planet Bob year, 4 standard earth years), in a single capsule space station. Powder will be allowed entry onto Planet Bob.
 
Since I can't go to your planet that I was going to name planet bob, I have to names murph planet planet bob with Murphatropilis on it.

Brithing licence will drastically reduce the amount of children people have (no people with 5 children who can barely believe afford food for themselfs.)

Revision of Moral code means if you commit murder, we execute you.

Eugenics will help improve the human race.

Alot of intellectuals mean advances in technology

So not quiet utopia but better than earth.
