I think it's a case of the system being implemented to prevent abuse by friends/enemies etc - if I remember correctly from a brief stint as an admin somewhere else, there's a set amount of time allowed between giving/taking rep - it's adjustable though.

Was a good while ago though - so I'm fuzzy on the details.

afaik you must give out to others first or there is a time lapse. Gave out a few before I was able to rep MRG :D
