Kinda agree and disagree with that. Yes, I'm going on 31 this year and I am starting to notice a little bit of handles/boep starting. Again, I am a very slim build so it's not very noticeable. But I have gotten back into cycling after a 2 year hiatus. I look back to that time when I used to wake up at 4am every single morning to get in a 40km ride before work. I used to clock +200km's a week and felt amazing. It just means that doing such things becomes a little more difficult when you get older and that much harder to stay fit.
