Scroll down to "Miscellaneous Options" and see if you don't have "Basic Editor" chosen.

I use Chrome and it's fine.
You're sure you don't have basic editor selected in chrome? That could be browser dependent and when I tested it, it looked exactly like you described.

Edit: No, I'm talking shit. That would be browser independent.
