You can usually boot off a Windows disk and do the partitions and formatting as part of the setup, or you can make a boot disk to boot into dos and format from there.
Although since you have fresh install on another disk, you should be able to boot onto that install and format the other drive.

I installed using the image on my external, and was able to to format my external - since there were only 2 files on it. But, there are some left-over Windows files on the 80GB, and as a result - it won't format. It says it part of an active system, that's why it won't work.
