Hit the nail on the head.
Unfortunately I'm of the opinion that this forum is on its way out...
The community is non-existent except for a few die-hard regulars, the forum software hasn't changed in years (I mean, honestly, the forum width is capped at 800-pixels at a time when most people have 1920px at their disposal, there are no spoiler tags or moves toward implementing interesting new forum features like webm, no forum styles, etc), even light swearing has now become something that is frowned upon.
The forum activity is largely artificially resuscitated with the occasional competitions--between them it's only just shy of flat-lining.
I also believe that most regulars here are instantly hostile towards new members--only the most stubborn of them manage to hang around for more than 50-100-posts and even that is a stretch.
Why are people not allowed to post as much as they want to? Why does every last post HAVE to be constructive? Why can't people just fucking chat in a thread if that's where it leads? Why does the environment have to be so hostile toward normal conversation in a thread when it takes people?
The forum is dying. Don't get me wrong: I'd really much rather it didn't, but it's difficult to care about it any more.
