I'm still baffled as to why people can't swim..
I mean you have the appendages..
Just move those appendages so as to propel yourself forward in a horizontal orientation.
That's pretty much all there is to swimming.
Am I missing anything?

The floating and staying above water part? That's key to not dying.

The fear of getting water over their head. Ifs freaking scary seeing adults learning how to swim.

Propulsion and air in your belly = floating.

Well, I can swim now (not only recently though, I'm not a noob). The fear of drowning keep me from swimming, then y'know, peer pressure, thus I learned to swim. Still can't dive, nor can I float properly.
