Sounds rather cheap? I can't get hold of the department to ask them.
It's for a company vehicle but the ding dongs here didn't do anything while I was on leave. And now my GM wants to make a meal out of my balls.

You will pay the fees, plus a fine for each month that it is outstanding, I think its between R50 and R100 per month depending on the car type. Grace period is only 21 days. Remember when you go to do it, take ID, proof of address with you or else they laugh you out the office

Its easy, say the fee was R500 then divide that by 12 so you get monthly rate, add two months rate to the 500 then another R50 per month that it is late
