Less than 20 percent of South Africa's top management positions are occupied by black Africans, the 14th Commission for Employment Equity's report found.

Unveiling the report in Sandton, Johannesburg, on Wednesday, Labour Minister Mildred Oliphant said South Africa introduced employment equity legislation to address racial exclusion in the labour market under apartheid.

With all this white bashing going around you would swear there is an election around the corner... oh, wait...
 
All this racial quotas and "transformation" demands are just increasing racial tension. Don't get me wrong, I fully agree with equality but pushing artificial development not only degrades those promoted on colour but once more pushes this whites vs blacks thing that the ANC loves to play. When will the ANC realise that organic change is the only way to improve growth.

Like in uni we had this tutuke program that pushes 10 black students to pass CTA with extra lessons and exclusive facilities. Now my view is is we take those funds and make a programme at advancing the entire class we may increase our final pass rate by 10% if we back all students with dedicated CTA facilities. In a class of 300 thats maybe another 30 extra passes, with a 50/50 spread as in my class that 15 extra black students (5 more than before) passing whilst at the same time increase the average pass rate, still that's just my logic. I would rather have real growth than a poster saying look at our poster of how we are advancing a select group of individuals whilst ignoring the rest of the class.
