An official says Nepal's government has ordered issuance of citizenship certificates with the label third gender for people who do not wish to be identified as male or female.

Activists hailed the decision, saying it was an achievement for gay and transgender rights.
Home Ministry Bhola Siwakot the order has been issued to all the district administration offices.

XX = female


If you die in a way that makes your remains unrecognizable, they will do a chromosome/DNA test and find out what your gender was and label you as either "John Doe" or "Jane Doe." It's really quite that simple.
 
Not that simple, actually

Sex = physical aspect of male / female
Gender = psychological aspect of male / female.

There are cases where those aren't in line: a person who has a body of a male, but the mental structure of a female, or vice versa. This is what leads us to transsexuals. These people often have operations to match their sex and gender (which can actually only legally be done, as I understand it, after months / years of psychological analysis to verify the mismatch).
